[CentOS-devel] "7" still points to 7.2.1511 on vault.centos.org

Vault does not get the current tree binaries .. only the SRPMS.  If you
want the latest binaries, they live on mirror.centos.org, not vault.

vault contains all sources and old (out of date) binary trees.
