I saw a conversation on IRC #centos-devel about the following line:

RPCURL = "https://git.centos.org/rpc?req=LIST_REPOSITORIES"

You now need to add a "/" after the "rpc" like:

https://git.centos.org/rpc/?req=LIST_REPOSITORIES
