It's already there and public for a long time ..  :
https://github.com/CentOS/sig-cloud-instance-build/tree/master/vagrant

So it's just a combination of koji/imagefactory, using kickstart files.
And if you use virt-install/virt-builder (or other similar tools) you
can directly use the kickstart to build such image outside of koji
