[CentOS-devel] Unshipped -devel packages in CentOS Linux

Is a separate repo with a expressive name and corresponding wiki page 
not enough (like CR)?

Why modules? What problem gets addressed? Why not just dropping the 
unshipped build output into a separate repo?
