I'd be genuinely interested if anyone with access to this bug can give a
quick summary of the reasons.
From the point of view of people building additional stuff that is
needed to get RHEL/CentOS more useful, be it EPEL or RPM Fusion and
probably others, the missing -devel are just another pain point on top
of the already painful modular repos, I can't believe Red Hat did that
