I understand that it's not the top priority, and there is work involved. 
  But it did seem like a process was defined so that it wasn't such a 
crazy thing to do.  But maybe it is.

As Troy noted, a number of packages have been published, including 
libuv-devel from the above report.  I'll make some notes in those bug 
reports.  But others are still missing, including for example libtar-devel.

Thanks again for your work, and maybe someday others will be able to 
help you.
