I am only guessing, but it looks like Red Hat wanted to stop rebuilding
it as soon as possible, but also they had to provide reasonable period.
Reasonable period chosen was 12 months (1 year), so they published the
announcement now so that move to Stream can start as soon as that 12
months run out, and they estimated that by that time everything will be
ready for full relocation to Stream (probably much earleir).

Also notice that once EOL date was set as soon as possible, if any
problems arises Red Hat always can prolong the "CentOS Linux 8" EOL, but
they can not reduce it.
