[CentOS-devel] Additional IRC meeting channel

I set up #centos-meeting2 that can be used for IRC meetings in the event
that #centos-meeting is busy when you would like to hold a meeting.

This channel has the same configuration as #centos-meeting and I've added the
same config overrides as are in place in #centos-meeting so the guardbot
doesn't take action unnecessarily.

Meeting minutes will be processed identically to #centos-meeting and
will also be present at https://www.centos.org/minutes/
