I've checked that the issue is reproduced in fedora too. I've reported it
in https://bugzilla.redhat.com/show_bug.cgi?id=1794566 . Once it's updated
in fedora, we can rebuild it in CloudSIG.

Said this, we have tested OpenStack on el8 with those dependencies in
different configurations and we didn't hit anything that seems related to
that issue, so i doubt it blocks it.
