[CentOS-devel] should we expect to close CentOS Stream bugs as dups of RHEL?

Can this be automated? e.g. "if a public bug is closed as a dupe of a
private bug, Bugzilla should warn before taking that action, and
suggest cancelling or making the private bug public"
