Entire lifecycle for RHEL 8 is:

5 Years Full Support
5 Years Maintenance Support
2 Years Extended Life Support

I believe the 16 free licenses offer is only providing access to the Full Support and Maintenance Support.  There is no indication they are planning to include the ELS for free (which also was never provided by CentOS either).
