[CentOS-devel] Updated KDE Plasma Desktop ready for testing on CentOS Stream 8

What does "fresh install" mean in this context?
(You freshly installed the kde-desktop, you did a new CentOS Stream 8
minimal/server/workstation install, etc..)

I haven't seen this yet, and I'm having a hard time reproducing it.
