[CentOS-devel] Zuul CI timeouts on CentOS Stream 9

Hi,

I've updated the global timeout to 1 hour and specifically for the glibc
package to
2 hours [1]. If needed we can increase it, in that case let me know or feel
free to send
a merge request to update the CI config.

In any case if you'd like to opt out then the package could be removed from
there: [2].
