Libera.Chat is operated by the people we've worked with at Freenode
for many years. Everyone who quit Freenode is working at Libera.Chat.

That's also why Fedora will transition its legacy IRC channels to
Libera.Chat: https://pagure.io/Fedora-Council/tickets/issue/371
