The Hyperscale SIG is currently doing this (for c8s, c9s is still a WIP) using livecd-creator, but we need https://pagure.io/centos-infra/issue/388 sorted out before we can build on the CBS infrastructure, so for the time being we're doing this outside of the standard CentOS infra.
