Phill, I don't see firefox-91.13.0-1.el9 in RHEL.

I don't want to speak on behalf of the RHEL Firefox team, but I would guess
that they are now focusing on releasing firefox-91.13.0-1.el9 for CentOS
(thus skipping 91.12). Sorry to not provide more info.
