[CentOS-devel] python3.11-devel in CS8 (and RHEL8)

It looks like this is resolved now.  I can see python3.11-devel,
python3.11-setuptools, python3.11-pytest, etc. in CS8.  A quick skim
of the composes shows that these were added in the
CentOS-Stream-8-20230321.0 compose.
