Yep : have a look on your filesystem : all cacti files are located
in /var/www/cacti and not in /var/cacti ...
Proof of concept : have a look at your point 12 : "#mysql cacti -u user
-ppassword < /var/www/cacti/cacti.sql" : here you used the correct
path ...
