[CentOS-docs] References to titles

Hi,

Can we implement a solution in MoinMoin so that titles in articles can be 
referenced ? I wanted to link to the 'Contribute to the wiki' subtitle in 
a blog article, but the link looks like:

 	http://wiki.centos.org/Contribute#head-42b3d8e26400a106851a61aebe5c2cca54dd79e5

while I would have expected something like this:

 	http://wiki.centos.org/Contribute#contribute-to-the-wiki

When I wrote my own content management system in php, 10 years ago this 
was exactly what it did with titles. And if we want people to reference 
stuff this is what we need.
