[CentOS-es] Problemas con Servidor NTP

Disculpen el anterior lo mande sin asunto.
Saludos.
Instale un server ntp con Centos 5 y tengo las siguientes dudas.
 
Primero esta es mi configuracion.

1ero: No puedo acceder desde mi red (172.19.194.0/24) a este servidor ntp me 
da acceso denegado y no tengo filtraje en este servidor. El servicio ntpd 
esta trabajando osea que no se por que no me deja entrar.
 
2do: Actualizo bien con los servidores ntp que les tengo declarado pero 
siempre con una hora de diferencia ya sea con America/Havana o con Cuba 
provando le puse America/Jamaica y me dio bien. Como puedo conseguir una 
definicion actual de la zona Cuba o como podria cambiarla para que refleje 
un horario actual de nosotros.
