[CentOS-gsocadmin] Making proposals editable

Mentors:

To clear up any confusion, we need to do a few things:

* Make sure comments or summaries of discussions with students about
improving proposals are in Melange.
  - This is so other mentors and admins can see what is happening,
help with reviews, and vote fairly on proposal ranking.

* If your comments/discussions with students includes making changes
to the proposal, you need to change the proposal to editable.
  - On the proposal page you should see a switch for 'Editable post
deadline' for "YES|NO".
  - If you don't see that, let us know here so that one of the admins
(myself, Jeff) can flip the switch for you.

Thank you much for your hard work so far, we're in the midst of some
of the more difficult parts of the project. After we get the proposals
and slots done, then the 'get to know the community' part starts
followed by 'let's code!'
