I mean that due to the high load on the server we decided to drop the 
anonymous rsync service and instead provide it only to those who request it 
via email.

You may or may not agree with this policy, if you believe that this 
explanation is too complicated or if you want to avoid misunderstandings you 
can just drop the rsync URL and let us deal internally with this issue.
