[CentOS-mirror] New mirror setup

hi all,

as I want to support CentOS as I'm able to I started to sync to
eu-msync.centos.org. But I only see 2.1 and 3.4 branches. What about 4.0?
I think the biggest hype is about it :-) As the sync finishes I will
announce the final mirror link. It's located at Hungarian BiX (Budapst
Internet Exchange), there are two bandwith limits: 100MBit/sec in Hungary
and 4MBit/sec to all other countries. So it's useful to Hungarian users
but who knows maybe to others too.
