[CentOS-mirror] New Chicago Mirror

looks like it was added without an organization URL and the actual 
mirror is added wtih an extra directory on it causing it to have a 404 
error. and my e-mail is fine.

as http://mirror.sanctuaryhost.com/centos/centos causing 404 error.)
