no they are not! and must NEVER be.

only the /4/ is a symlink to the most recent release, yum _ONLY_ uses 
/4/ by default on CentOS-4 and never uses the sub release number. This 
is by design and please do not link 4.0/ 4.1/ 4.X/ to anything, they 
contain their own data ( essentially a readme file with the deprecation 
notice )
