[CentOS-mirror] CentOS-4.5 release to Msync / Msync-DVD Mirrors

I have just made the CentOS-4.5 tree available to external mirrors. It
should show up now on rsyncs (dvd and non-dvd).

It is still mode 700 so that it does not work with apache until we get
some external mirrors synced ... I will make it 755 when we have enough
external public mirrors on line.
