Can yo tell me a little more?
- who is the point of contact
- are you mirroring all arches and all versions ?
(or only a subset of the full mirror)

http://mirror.psigrid.gov.ph/centos is not yet synced
just tell me when you are ready :)
The top level needs to have TIME timestamp.txt and 
all the RPM-GPG-KEY-CentOS-* of the versions you
want to mirror.
