[CentOS-mirror] DVD Mirror

As a note, I'm not opposed to giving tier-2 access to our servers for
syncing.  We've got all of Centos (including the DVD's), mirrors in both
the US and Europe and we sync quite often.

We are already doing tier-2 access for other repos including Fedora so
this isn't a stretch for us to extend to other things like Centos.
