[CentOS-mirror] New Public Mirror

Hi everybody,

Facebook has maintained a CentOS mirror for a while but I noticed that we're not in the public mirror list. We've recently invested some more resources in beefing up our OSS mirror infrastructure and would be happy to get on the official list.

If any additional information is needed let me know.
