[CentOS-mirror] mirror.clarkson.edu Update

[Clarkson University Mirror Admin]

The Clarkson University mirror is now allowed up to 200M outbound.

Also, is it possible to get access to the master rsync dvd pool yet?  We've
been listed as a Tier 1 mirror for awhile and have always had to pull our
updates from other Tier 1 mirrors.
