I do believe that single rsync does the trick:

rsync -avzH --delete-delay \
     -f '+_/5/' \
     -f '+_/5.5/' \
     -f '+_/timestamp.txt' \
     -f '+_/TIME' \
     -f '+_/RPM-GPG-KEY-CentOS-5' \
     -f '-_/*' \
     msync.centos.org::CentOS/ /var/www/mirror/centos/
