[CentOS-mirror] New mirror in Germany

If you're going to do more than one mirror with that organization, we'd
need to change the name (our database has that as unique). Is Mirrors
Bank - DE (and then Mirrors Bank - UK, Mirrors Bank - US) okay for you
before I add that mirror?
