[CentOS-mirror] Temporary files again in CentOS

Hi,

We've noticed rsync keeps syncing the following file:

6.4/isos/x86_64/.CentOS-6.4-x86_64-bin-DVD1.iso.NqI9FA

Looks like it's a temporary file.

Also, our mirror has a mechanism of checking timestamp files (/TIME
and /timestamp.txt) before rsync to reduce disk load, but lots of time
we have seen only the timestamp itself changed. Is this intended or a
problem?
