Maybe create a new list called centos-mirror-admin, then only allow the mirror admin email address associated to join. This can be likely automated.

For the fringe situation where more than one admin email address might be needed for a mirror, then other email addresses can be added, but only if associated with an existing mirror. They would also need a separate approval of the existing mirror admin before joining.

Overall it shouldn't add very much additional work for the list admin's.

Requests to add a new mirror just come through to this existing list.
