[CentOS-mirror] New mirror in Japan

Thank you for checking rsync of access lists and modifying it.
Now ,our server is connected to master server (ie. msync.centos.org).
Our server was completed synchronous from master.

It seems I added a wrong IP/subnet. Can you check again in the next 30
minutes ?
