[CentOS-mirror] UK Mirror - mirror.econdc.com/centos

Hi Ralph,

The mirror is now on a dedicated 100Mbit connection so please do add it to
the mirror rotation.

However if you feel you have enough UK mirrors and ours isn't going to be
used then please do let me know.
