[CentOS-mirror] Prefixes for fastestmirror

http://wiki.centos.org/HowTos/CreatePublicMirrors lists more details but
basically, you just need to post the URL for your mirror and what protocols
are supported such as http, https, ftp, and / or rsync to this list.  After
that the CentOS team will add you to the list of mirror sites.
