We're actually in a "frozen" state wrt to public mirrors (see
http://lists.centos.org/pipermail/centos-mirror-announce/2014-June/000015.html)
You can still prepare your new mirror (as described here :
http://wiki.centos.org/HowTos/CreatePublicMirrors )

I'll process all new mirror proposals after the 7 release
