I test from China, using CERNET Shanghai.

when check web page network status in chrome developer tools,
I found nearly every elements from mirrors.skyshe.cn with load latency more 
than 1second, avg to 2s, in morning 7:30.

I think its network is just fine for China Telecom user.
Over sea users may fell slow speed is possiblely due to policy of China 
Telecom.
Users from other ISPs in China may experience slow speed too.

But this site may have heavy IO load problem.
In its homepage http://mirrors.skyshe.cn/, nearly every schedule of rsync 
fail or stop since 2014-11-12.

Ideally more tests should be done from China.

Did a few wgets from England and Romania, can confirm Tom's complaint, got 
~20 KB/s.
