[CentOS-mirror] Change of IP

We have had some HW trouble and moved our mirrors to a new server.

The new IPs are as follows:
IPv4: 129.177.13.120
IPv6: 2001:700:200:13::120

Other than that everything is as before, DNS has been changed and
everything is up. We do however need access to sync from msync from the
new IP's.
