[CentOS-mirror] public mirrors for CentOS request

As already mentioned, 5Mbit/s isn't quite sufficient for running a 
public CentOS mirror. The dynamic IP address is also problematic, as the 
access control lists operate on IP addresses, not hostnames.

If you still want to help, you can contribute bandwidth by seeding 
CentOS torrents. Grab a suitable CentOS torrent (like 
CentOS-7.0-1406-x86_64-DVD.torrent) from any CentOS mirror and start 
your Bittorrent client.
