So, I had a look at this and the IP you mention in your initial
proposal is indeed in the ACL, *but* :
rsync denied on module CentOS from unknown (121.100.50.117)

So it seems you're using different outgoing IP for rsync traffic.
I've added this IP in the ACL too.
