[CentOS-mirror] New CentOS public mirrors

[InnoScale CentOS Repo]

We have created new public mirrors at our Seattle, WA and Dallas, TX 
locations. They provide HTTP, FTP, and rsync, and are available on IPv4 and 
IPv6. The details are below. Can we please have our IPs whitelisted to sync 
and also be added to the mirrors list? Just let us know if there is any 
questions or issues.
