from our mirrors:
mirror.cedia.org.ec
mirror.uta.edu.ec
mirror.ueb.edu.ec
mirror.epn.edu.ec

we can not connect via ipv4 nor ipv6 to: msync.centos.org::

we get a message like this:
IPv6:
rsync -6 msync.centos.org::

msync.CentOS.org rsync service (centosb5)
