[CentOS-mirror] New Mirror in SG - mirror.0x.sg/centos

I have rsynced from a tier 1 mirror - was rsyncing from a geographically
closed mirror that was very out-of-date (kambing.ui.ac.id).

The broken URLs should be fixed now. I sync 4x daily.
