At this point, as both aren't responding, I'd say that starting from scratch would make sense, and so (per instructions from https://wiki.centos.org/HowTos/CreatePublicMirrors) start syncing your initial mirror from a node nearest to you (from Brazil, see http://mirror-status.centos.org/#br and/or https://www.centos.org/download/mirrors/ for rsync access) When it will be done, announce it here and we'll be able to add the new one and it will be validated/checked by the crawler script.
