[CentOS-mirror] New CentOS public mirror

 We have created a new public mirror. It provides HTTP, FTP, and rsync, and 
it is available on IPv4 and IPv6. The details are below. Can we please have 
our IP whitelisted to sync and also be added to the mirrors list? Just let 
us know if there is any questions or issues.
