[CentOS-mirror] New Mirror in SG - mirror.0x.sg/centos

Thanks Fabian. I forgot to mention but the previous IP, 118.189.211.186 may
be removed from ACLs as I'm terminating that ISP line.

New IP added in the msync ACL so will be live in the next 30 minutes.
