... and if you think "but this doesn't make any sense!", here's a longer 
explanation.

As CentOS is part of Red Hat, a U.S. company, CentOS must follow U.S. 
laws. And unfortunately the U.S. laws specify that exporting certain 
software to certain countries (Cuba, Iran, North Korea, Sudan & Syria) 
is forbidden. Adding your mirror to the list would be illegal. The 
CentOS Project can't do anything about this, so complaining about this 
on this list would be useless. This is something that the U.S. 
government would need to change. As for which countries are listed and 
which are not, that is a U.S. decision and not a CentOS decision.

If these export restrictions ever get lifted, the CentOS Project would 
no doubt be happy to include your mirror on the list. Many in the CentOS 
Project would be happy to see CentOS used everywhere. This is nothing 
personal.
