[CentOS-mirror] Edit CentOS mirror

Hello,

This is an email correction for mirror centos.blazar.mx on mirror list, 
this is a mexican mirror and is posted on US.

In other way, the mirror has change of IP to 207.38.84.212, and still 
working only on http.
